The Harmonia is not a buffer. A buffer stage is simply a zero gain (<1dB) Cathode Follower impedance matching device and can be tube or solid state. There are several applications where a buffer is beneficial to your system as it can add some tube richness to the presentation.
You can think of the Harmonia as a DHT source selector. This allows any source components hooked up to it to benefit from an active DHT (45,2A3,300B) stage, not a cathode follower, as the output stage.
Imagine your CD Player or DAC having a 300B/2A3 as the output tube.
